Can an employer require a photograph of an applicant for a contract position before giving any consideration to that applicant? The job has no requirements in terms of physical appearance.

It depends on your state. If they were hiring you as a regular employee, they could not do this as it would be considered discriminatory. Federal law does not apply to contractors. Some states, including California, do prohibit discrimination against contractors. Good luck.
