I manage an apartment complex. Can my supervisor send out a letter to all the residents of the complex I manage saying that I am on official leave of absence and do not contact me? Does that violate my privacy by telling everyone I’m on a leave of absence?

Assuming that you really are on leave, I do not see any problem with what your supervisor did. It’s an honest statement of the facts. In fact, if your leave is for FMLA or medical reasons, then your employer should be taking steps to protect you from being pestered by residents looking for repairs, vendor calls, and other work-related matters while you are on leave.
